I think a larger cold spot over the north pole in the past stayed more stationary. Now that it has shrunk and become smaller it gets pushed around. The so called polar vortex. While your getting freezing cold weather in Saudi Arabia when it should be warm somewhere north where it should be freezing cold is above freezing and melting.
