Typhoon Haikui made landfall at 3:40 PM on September 3, 2023, in Taitung County’s Donghe Township, marking the first time in over four years that a typhoon’s center has directly hit Taiwan since Typhoon Bai Lu in 2019.
Due to Typhoon Haikui and its peripheral circulation, several regions in Taiwan have been affected by heavy rainfall. Yilan County’s mountainous areas, Pingtung County’s mountainous areas, Hualien County, and Taitung County are experiencing localized heavy rain or even torrential rain. Additionally, New Taipei City, Taoyuan City, Hsinchu County, Miaoli County, Taichung City, Nantou County’s mountainous regions, Yilan County, Kaohsiung City, Pingtung County, Orchid Island, and Green Island are encountering substantial rainfalls. Meanwhile, Keelung’s northern coast, Greater Taipei, Nantou, Yunlin to Tainan areas are witnessing localized heavy rain.
Due to Typhoon Haikui, earlier today, over 2,800 people have already been evacuated. Some counties and cities in eastern and southern Taiwan have suspended classes and work. Two major airlines, Uni Air and Mandarin Airlines, canceled all flights to offshore islands. International flights have seen relatively minor disruptions, with only 25 flights canceled. In terms of rail services, westbound trains have been suspended in the afternoon, with most services on the eastern line and the entire South-Link Line canceled for the entire day.
