The flash flooding followed months of extreme drought caused by a record lack of rain — the city experienced a 67-day streak without measurable rain, the second-longest streak in the city’s history — and unusually high temperatures that persisted before the flood.

An unknown but likely large number of vehicles were damaged by flooding when I-30 was blocked by floodwaters. The office reported that 22 patrol cars were damaged or completely destroyed by water.

Flooding on road surfaces can cause dangerous driving conditions on regional highways. The authorities may temporarily close some low-lying routes that are inundated by the flood. Flooding may block regional rail lines; possible delay and cancellation of freight and passenger trains in regions with heavy rains and possible flooding of tracks.
Prolonged heavy rainfall can cause flooding in low-lying areas near rivers, creeks and streams. Flooding of cities is also possible in developed areas with easily flooded or absent storm sewer systems. Places located downstream of large reservoirs or rivers can be subject to flash flooding after relatively short periods of heavy rainfall. Landslides are possible in hilly or mountainous areas, especially where the soil is saturated with heavy rainfall. Disruptions to power and telecommunications services are possible if significant flooding, strong winds or landslides affect utility networks.
