A friend of mine back in the day adopted a beagle who wound up having a litter. People clearly had not treated her well, so she was very hesitant. I would sit near her and just wait for her to walk over to me, and sit in my lap. While trying to pet her puppies at the same time.

Well, after all, how quickly would you trust dogs if they had bitten @nd attacked you? Sometimes I wonder about peoples expectations . I know bitten children who harbored fears life long for any dog, yet we expect they are just going to get over it with a few treats.
I'd be skittish too, listening to that croaking voice.
