    I'm curious, I keep seeing Russian police in white shirts with black hats in rural / highway videos. Are these guys your equivalent of the Highway Patrol, or are they just state / provincial police that patrol the highway in their area?
    Do you guys have separate Highway Patrol and "State" Police like in the US, or a national Highway Patrol like some EU countries?
