On May 22, 2011, Joplin’s tornado sirens went off for the 28th time. The 27 before had been false alarms. So when the real one sounded — the one that would kill 162 people — most people didn’t move. They’d been conditioned to ignore the sound that was supposed to save them. This is siren fatigue. And it’s the reason Joplin died.
