That's a Black Bear, and he isn't going to do a damn thing with two adults near the children. They are opportunists, they generally don't go after food they have to fight for.
It likely became interested in the kid, and is stalking to see if the kid breaks away from the parents. Not really a comforting thought, but they were really in no danger.

They’re walking through the bears territory. When you’re in grizzly country,you should carry bear spray,but a big bear charging at you,it may blow right through the spray. That’s why you also carry a large side arm. If you’re going to hike in bear country,be alert and safe.. I hope this family was ok

At least it's not a mountain lion. I live in Oklahoma City and we have full grown mountain lions roaming around inside city limits. They stay on the fringe where there are more neighborhoods where each house is on a few acres and there are ponds and creeks nearby, but they're inside city limits…and not far at all from densely populated areas.
