I suggest the Philippines government invest in large prefab-housing factories manufacturing single unit homes made from new or used shipping containers on stilts. Shipping containers are self-contained steel hulls that doesn't require re-enforcement other than making them more suitable and comfortable for human dwellings. They can be centrally mass produced, stored on reserve, and transported directly to any location when needed. These containers cost relatively inexpensive and are designed and constructed to support major loads and lateral forces as they can be stacked several levels high. It surpasses traditional and sub-standard housing construction methods. I bet a single container can be transported and installed on location before the next monster typhoon hit the Philippines. If Filipinos were smart, they should stop building mega-malls that don't serve anybody during catastrophic events as they are also prone to destruction.
