   While the condition of this dog seems inexcusable, I'd like people to keep in mind that the person responsible for this could also be suffering and unable to care for themselves, let alone their dog. We unfortunately don't know the situation, but it is being investigated.

7. I hope the people who caused this were held responsible!
   When I worked at the shelter, we had a rescue of 13 Chihuahuas that were kept in those little round bird cages hanging from the ceiling for 5 years. They were fed twice a week, water every other day. 11 had to be euthanized, they were too far gone. I kept one of them. His spine was so round, he looked like a horseshoe. Nails curled and grew back into the feet. He stayed with us for 17 more years! Sweetest guy ever. never even barked. And yes, the owner was held criminally responsible and actually got jail time. She thought it was easier to breed and keep them this way.

28. I really can not stand humans who willfully neglect their animals. They will walk past their dog, cat, etc every day and see the horrible state they are in and STILL do absolutely nothing to help. Don't care enough to just take it to a shelter or vet for help- This owner should be arrested and laws NEED to be changed when it comes to animal neglect and abuse
