On the afternoon of July 19, Hanoi, Quang Ninh, Lao Cai, Thai Nguyen, recorded heavy rain, thunderstorms and strong winds that knocked down many trees and electric poles, causing localized power outages. Notably, in Quang Ninh, a storm capsized a tourist boat in Ha Long Bay. The storm and heavy rain occurred on the day Storm Wipha entered the East Sea.

The thunderstorm early this afternoon in many wards of the old Ha Long City, Quang Ninh Province, accompanied by hail, thunder, and strong gusts of wind. In Hanoi alone, many cars were damaged by strong winds that caused trees and some structures to fall.
