I think rogue waves are where two or more waves just meet together which usually always causes one bigger wave and so they just happen every so often seemingly random because you never know when and where waves are going to meet up. Kind of like how those people bounce a ball off of the wave that they make when they jump into the water and it bounces that ball really really high
