4. A mandatory "International Animal Rescuer Certification" must be placed urgently. It should be validated yearly after passing a test with 40 hours of professional development courses in: understanding poverty related to rescuing animals, diplomatic treatment with the locals, and relations with local governments to guarantee work for the workers of circuses and zoos that they displaced by the rescue. The certification must be revoked for bad conduct, disrespect of communities, causing unemployment without offering survival solutions to the displaced workers, or crushing, racist, and humiliating conduct.

   Rescuing animals is a beautiful service, but why go to Third World countries to rescue animals causing unemployment, poverty, and anguish to the displaced workers without negotiating vocational solutions with local governments? Why treat the workers of zoos and circuses with hatred? How does the love for animals justify racist behavior? Why rescuers don't rescue caged animals from rich people in Dubai, Europe, United States…? Why they don't rescue animals from billionaires' private mansions? Why don't they eliminate the safaris for millionaire hunters? They go to countries with limited resources, to insult the locals, to take away their only means of income without providing solutions, and on top of that, to humiliate them on social media and YT. They are not humiliating the rich. They humiliate the poor. This is a show of force. There must be strong regulations put in place against this type of narcissistic behavior. This bad attitude is not necessary for the mission of rescuing animals. It should be a humble diplomatic mission.
