We can't tell from still images what they were doing. Maybe they were eating it (doubtful), maybe they were gathering materials for rituals, maybe they were mourning it's death. So many possibilities. Witches are real and they are very concerning, but they don't eat rotten animals.
However, I do agree that it doesn't make sense to not call the police, so I'm wondering if this took place not on their own property, but near it… on property that belongs to someone else.
