Hurting others is usually the Jokers main goal but just to get Batman's attention and try to drive him into the same madness that he lives in. For the Joker Bats is like a puzzle or video game level you can't beat.

20. Those wondering why Clayface was so emotionally torn up over hearing this… It's because throughout the comics Clayface has been one of the villains Batman has helped the most. He spent years trying to help him find a cure while he was slowly rotting away in constant torment. Remember when he felt so crushingly alone and wanting to escape his own body that he literally created a self aware little girl, as it was something people wouldn't be afraid of? Batman has tried to help so many of his villains.
