Russia has used only its old gunpowder till today, there is still new material left.

They are not stalling.It is a strategic move.
1.They are only 25 kilometres from the capital. They have almost encircled it.
2.If they move too close without intelligence, they will be surrounded.
2.You don't rush into the middle of someone's capital. Only people without knowledge of warfare tactics think that way. It would be sucide.
3.You gather more intelligence before making a move at each stage of a battle.
5. They are waiting for the right moment when food and water shortages lowers moral inside the city.
