The dam issue was the height of the dam.
The "box" at the bottom where the water comes out should be WAY below the top of the dam. The water level on the output of the dam is the height of that dark great box.
You lowered the ground on the output side but not on the intake side so the out-let boxcis still too close to the top.
Delete the dam
Make sure there is good depth from the cliffs at side to bottom of lake+river
Put dam back in
Edit: ps the height of the water source must be at or above the lip of the dan
By the roads, the dam angles down. Where that edge meets the vertical wall in the intake. If the water source is not high enough to reach that no water goes into the dan to turn the turbines

Really? A nature hike reserve and its parking is just flat concrete? I'm pretty sure in the parking collection link you provided in the parking video there are at least several parking options that come with trees and other park assets that give lovely shady parking and a place to sit and rest up before or after going; you should use one of those!
Also; dirt roads/parking, I don't remember any in the pack but allowing the road to gradually become smaller, rural and then dirt the last bit would give it all a greater rustic, nature hike feel.
From a bird's eye view the range looks like a old dinosaur skeleton… think the area should be called tea-rex rangers Nature reserve or something of sorts
