If Mojang has said they don't want to have natural disasters due to the destruction. And they will only allow the lighting due to it's rarity and tameness, how about a dust devil in badlands and deserts! They would be more common compared to lighting, but won't destroy/move blocks. Instead it would hurt by lightly fling you up and then dropping you
