you should make your city more disaster ready like watch towers and bunkers stuff like that btw the helicopter place is for the woods
the Damm do not work because there is not enough water flow from the top it's not supposed to create an lake the damm only work if the river has enough and an strong flow
The pier was making the traffic slower, because it added another crossroad.
get eden project and your city will be clean and land price will be at max
