THE DISASTER:
Five straight days of extreme heat. Temperatures never dropped below 84°F at night. Humidity made it feel like 120°F. Most homes had no air conditioning. The power grid failed. Cooling centers opened too late.

THE VICTIMS:
• Mostly elderly living alone
• Poor neighborhoods hit hardest
• Many too afraid to open windows (crime)
• No one checked on them
• Found dead in their apartments days later
• Sitting in chairs, on couches
• Died from hyperthermia

THE FAILURE:
City officials didn’t declare emergency fast enough. No coordinated response. Ambulances ran out. Emergency rooms overflowed. Morgues filled up – had to bring in refrigerated trucks. Power outages made it worse.
