He most likely thought the system was drained and was expect just a little water, which is why he had a bucket and plastic setup. Unfortunately he shut the wrong control valve and was working on a live system. That was just brutal, and easily a 6 figure lawsuit. Maybe even millions if that was above the 1st floor, because the place looks like a nursing home or hospital.
