That isn't the type of plastic bag you have to worry about. The ones made of really thin plastic are the dangerous ones because the thin plastic can be inhaled into the nostrils and mouth, blocking the ability to breathe.
While the dog wasn't in much danger, I agree that they should have gotten up and dealt with it more quickly. The dog was clearly frightened and panicking. It's best to handle that situation quickly so the dog doesn't have to deal with those emotions any longer than necessary.
