Guy with the bear is an idiot, if there is a bear with cubs there and you just barely managed to pull your dog back, you do not continue your hike by approaching the bear again and walk right by it less than twenty feet away, you turn back or at least circle at a very respectable distance off trail. That bear could have easily interpreted that as an act of aggression and decide to defend itself, especially with the dog barking at it.
