I have got autism and i think this man has autism.
Here is my take, he looks like he might have special needs (I dont know if in eglish this way of saying is offensive). He migth be part of a group of special needs that went to the beach, a common activity. If that if the case I say you trated him really well, with all the respect.

Maybe his (seemingly) mental health issues could be a result from a prior accident that also caused his speech and behaviour ? Like damage to the frontal lobe ? IT'S just a thought !

Also : Yes, I almost always state things like that nowadays, because otherwise you get deleted, banned for just repeating a statement that was literally made in a video and trying to discuss it or express your thoughts, e.g. in the comment section of true crime videos or court hearings.
I guess freeedom of speech, even if you just repeat what was said, isn't so free anymore.

Probably a mental disorder
The life guards at Bondi are amazing people. They always treat everybody with kindness and respect .
What if he escaped from human trafficking? Maybe that's why he's so confused, maybe drugged since he's wobbling and his words are just mumbles, he's not understanding them until they showed him the items, maybe from out of the country?
I love how they handled this calmly. And took time to understand what the man needed. We need more people like this ❤
