1. People don't build homes on known flood plains. Authorities don't let people build on flood plains. Land seller, don't sell flood plain land to people without informing them and also asking them to sign some sort of disclosure document that they should be are aware that the land they intend to purchase at discount is on the flood plane and that if they proceed with purchase it is at thire own risk.

2. It is easy to say leave your home, but there is no support for the families to reallocate that needs govt assistance. And although they are in a flood plan there is still the issue that the waterways have no relief options or diversion. Clearing your drainage will not stop the level of water coming through the water ways. Florence speaks as if reallocation is easy. Yes no loss of life, but that is because the community care. The issue is the poor infrastucture and lack of govt funding. Lay the blame where it belongs. Not the community, the people on power.
