These countries needed to learn to spay and neuter.  The streets of Europe, South American and Asia are full, full of animals.  I cannot understand in this modern time how this is still such a prevalent problem.  In many cases animals that are pets are NOT spayed or neuter.  This is a completely avoidable problem.  Just use a little common sense.

45. This sad scene reminds me of a story I heard many years ago in my youth. It happened in a square on a sunny day with many birds singing, there were many people enjoying this.
