They could do it if they was really more supportive and playfull, if they give them just a little bit of the food at each time for make them understand they can have a little bit after a step and make them want to make the next. For a puppy, you need to be exciting, playfull with the food for keep their atention. It was funny to watch, and I.M was smart to let the food on the floor, the puppy feel more free.
