Getting her used to water and swimming is such a good idea!
My lungs were small when I was younger, and then our doctor asked my mother to get me swimming lessons at the least for a whole year, to help my lungs to develop faster.
Swimming helps a lot with the respiratory system!!

I feel like putting her outside isn't the best idea if you want her to breath properly, start out inside until she can breath longer than just 5 minutes, then you can try to bring her outside to see if there is any difference between breathing inside than outside and work on the problem if there is one.
Amazing work getting Sally back to heatlhy so she can enjoy the marvels of life. You ladies and evryone like you, who work tirelessly to get animals and people back to a heathly state while being professional and compassionate, are the true heros in life. Bless all of you.
