Yet in this episode, they say that 173 was made my a researcher for the black moon project. Can someone explain to me what I’m missing here?

But I notice them growing tired of the ruthless tactics you use thoughtlessly for the sake of only your kinds issusion. Soon you will all succumb to their power, the power of the engineer, the power of the machine, the power of the red right hand. Death, to the foundation.

19. if you think about it the chaos when you hear what they look like they sound alot like like military from a place like the us or any other super power and it seems like they change uniforms depending on where they are specifically that countrys military doesn't directly say that when anyone described them it usually always changes with the little descriptions and we know some of the funding to the foundation is from those governments but they don't know what happens over there because they don't ask questions cause any they do is ignored so I'd say any chaos you see is a form of black site military from the government of that country plus it would make sense they don't have any known insignia we know of it would make perfect sense especially cause they use weapons civilians can not buy and it seems like they get a unlimited supply of it aswell and they also get military vehicles and even that we don't know how they get it
