Drew, with your public transit, put down more stops on your routes. They don't cost you anything (for buses and trams at least) and don't contributed to traffic at all. They also make many more people use your transit and make more people use it.
maybe destroy all of the bridges and replace them with tram lines, or destroying thee highway so the only way in and out of the town is by train to try and force people to use the transit
Add a bridge from the Residential + Comercial to the Highway on the right
