Watertown, South Dakota had flooding like this in a warming spell, in late winter; then temps plummeted & it became a Froozen flood!! In homes and outbuildings at this depth!

There were many places that didn't have time to evacuate or the officials didn't have time to let them know to evacuate, while there were those who opted to stay, I'd at least be a little kinder in my wording or am I taking her words the wrong way?
