Algarve Horse Alarm is a foundation that helps and educates horse owners and rescues neglected horses in the South of Portugal. In this video we arrive at our apartment and we get a little tour by Melanie, one of the volunteers. After that, the three horse loving friends who started this foundation introduce themselves. The reason these horses are so badly treated is because the owners only keep them for the money they receive. I believe that they receive € 500 per year per horse.
After I saw this video I tried to contact algarvehorsealarm to adopt one of the horses but since days I get no responds (email) of them. I took the email from their website.

As someone who lives in portugal and owns horses, Im sad to say that they are correct about the authorities not doing anything about animal abuse
Of course, most owners take good care of their horses, and I've seen very good owners and stable owners over the years, but some bad apples do stick out. I know a place that actively keeps around 20 mares (and sometimes their foals) in a muddy slippery paddock with no grass that is more fit for just 3-5 horses. I've seen unbroken youngsters stay months at the time in a tiny stall without any sort of activity or someone taking them out. Seen horse beds that consisted on hard floor and horse piss. The worst case, and the saddest, was of a stable owner who went away on some business out of the country but kept sending money to portugal for the horses to be fed and well kept while he was away, only for him to find out that at least 2 horses died of starvation and all the others were starving and sick since the person he left in charge was taking the money and not feeding the horses when he got back.
I truly believe authorities know some of these cases and either can't do anything about it or don't want to. We don't have any kind of Animal protection police or active force to help, and our regular cops clearly have their hands full with other crimes, so those who are voiceless have no one standing for them
Im happy to see a group of animal lovers coming together to help those in need
