Those ''straps'' are called jesses and I'd posset this narrator knows less than nothing about birds of prey. Nobody ''owns'' an eagle, the bird and handler, sometimes called a keeper or more properly a ''falconer'' form a bond based on mutual trust but they can fend for themselves unless incapacitated .More than likely human intervention when she was on the ground feeding and had overeaten. Perhaps in the mistaken belief that she needed rescuing she was transported to a sanctuary and later released. The likely reason the bird was in poor condition was that she was out of her own territory and found herself in unfamiliar terrain.
If she was previously held against her will sort of speak when trying to capture her in her even more drama why would you do that

What a beautiful Majestic bird. I love watching Eagles Fly and they should be free nobody should be able to own a wild animal of any kind. But man being man cannot quit he never quit. The one thing I pray for that God will let animals do the man what man did to animals. And I ask that every night to the day I die I will ask it for God to give the animals just one day just one to have a little fun
I don't get it, why doesn't the bloke who rescued the Eagle, post, and narrate the video himself, instead of a woman, who has absolutely nothing to do, with the story .

Glad he was so observant to help such a beautiful Eagle in distress. Poor Candy, 1st owner loved her, sweet bird. A friend and I rescue birds mostly warblers, but also Hawks that hit the glass skyscrapers Newark NJ injured are brought to TRT, they created a video named 'Window Strikes in the Business District' of us collecting warblers (no Hawks ) minute 4:01 shows a paralyzed Flicker crying. TRT heals them so they can be released back into wild ( some have broken bones, beaks, etc others just need a few days to get stronger)
