   Breaks my heart. I failed because I ended up keeping a lot of them. Not giving up.

19. I keep reading on fosters abandoning the animals. There needs to be some reform on who qualifies on being a foster, a weekly well check that I am sure any volunteer would do etc. Finally their names put on the National Humane Society to distribute to states, create a web site, Peta, Veterinary, all rescue organizations etc. In my state it is a crime to abandon an animal, tie up on a leash, allow in back of a pick up and if locked in car we can break the window.
