Welcome to the channel and Cities Skylines, The Natural Disasters DLC that was released late November 2016. The release included a free scenario editor. Scenarios introduce win targets that challenge your city building skills.

Floodland is a scenario where the player is challenged to keep a city alive and growing while dealing with ever rising flood water.

  1. Dunno if this is just random how fast water will come to land, did build "exactly" the same setup on this clip, but did only reach 500pop when the first wave come (17:35), and you did get about 800. And flood didn't go away, it did just continue and fill up everything… at 19:00 I can see you were lucky that floodwater did go away. At that point, I got about 50pop and about 80% on my map was filled with water.

    Maybe I will use natural disasters, like a meteor.
    This map is impossible…

  2. If you want to avoid fire, if one building get on fire, destroy the ones around it to prevent it to expand, same when there is a bit of forest just destroy the bit of forest.

The first tile is dicey, but what I did after unlocking the second is move my city up like you did, then when I got landscaping unlocked, I built a flood wall around the city and put a road a few spaces away along the inside of the wall. Then as money slowly came in, I grabbed soil from the flooded area and used it to raise the terrain between the wall and the road, making a giant spiky mountain range around my city. Obviously you can't go all the way around, but you should be able to hold it off long enough if you angle your wall toward the nearby hills.

    Point of note: Always keep an eye on your funds when landscaping, and go slowly, preferably keeping it on the lowest strength landscaping setting. It's no fun being nearly finished and then getting complacent and putting yourself in the red, as I've done…
