According to reports the crew of this boat was relieving the crew of a high speed RHIB filled with drugs. In Spain (according to the info I was given) they don’t shoot the boat, there is an understanding that neither side will shoot. In the US I think they could just shoot his outboard, instead they just kept ramming this boat until it stopped.
