Kill him early on, like at least two or three times before 10 minutes. Organise ganks with mid. Ward rosh, if he's in jungle ward there and look for him there. Ranged heros are great against him, and his biggest weakness – a stun. Then just blow him up with some nukes.
Also, if anyone is that low and you know you're probably gonna die, stop running and attack them, lol.they may just die
Marcin – it's about positioning against ursa. Keep distance either by playing smart, or using force staff, or wards for early warning, or disables…ursa is far from op
How to counter Ursa? He is OP. I'm a new player, but I think killing two full HP enemies on lvl 2 while on 50 hp yourself is OP.

Any invis? Dagger? Are you even thinking? SB could just go buy dust if an enemy has invi and if the enemies try to blink the fucking ox will just go and chase after him/them anyways. Blademail is a plus though.
